The Dodgers signed Pedro as a teenager out of the Dominican Republic in 1988. While his older brother Ramon was becoming a star for Los Angeles, Pedro had to wait until 1990 before the Dodgers sent him to play for Great Falls in the Pioneer League. He began the ’91 season with the California League’s Bakersfield Dodgers, and was promoted mid-season to the Double-A San Antonio Missions. He dominated Texas League hitters and earned a late-season spot with the Pacific Coast League’s Albuquerque Dukes. He returned to the Dukes in ‘92, and was called up to make his big league debut that September.
